A good way to get rid of bad software?

We're proposing some guidelines to help curb the problem of Internet software that installs itself without telling you, or behaves badly once it gets on your computer. We've been hearing a lot of complaints about this lately and it seems to be getting worse. We think it's important that you retain control of your computer and that there be some clear standards in our industry.
